On May 3, 2024 around 9:30 AM, I experienced a sexual assault that I believe happened to me in an EKG room at the hands of Mr. Cecil Dollison a Physician's Assistant at AG Urgent Care Bushwick, located at 1295 Broadway.  My consent and comfort were not upheld. A female nurse completed the EKG exam, left the room to notify him, came back, and then he barged into the room after her under the guise of urgency to re-administer the exam. He did not disclose why he was in the room; he only said he wanted to "double-check" something. He went directly to my chest, removed my medical gown, and began staring and touching my breasts. He used the female nurse as a shield to not incriminate himself, but I want to note that she did not know he was going to come into the room, and she was at the computer station, not the exam table, so she did not witness his actions towards me directly. 

Something about this was off, but despite my intuition and extreme discomfort, I wanted to trust that he was a medical professional trying to give me the best care possible. I believe his actions were predatory towards me, especially after confiding in the female nurse how I did not appreciate not having the chance to consent to his arrival because I would have said no. That's when she told me she didn't know he was going into the EKG room with her and that he tends to do her EKG placements over. This is alarming. He may have many other unsuspecting victims because his predatory actions are covert and calculated. He manipulated my EKG results by moving the proper placements of the EKG leads and selectively chose which EKG reading to reference by removing the female nurse's initial readings. Mr. Cecil Dollison manipulated my EKG to have an abnormal reading which flagged "ischemia" to protect himself  so he could have a medical "reason" for him doing over the EKG since it flagged an "irregularity", and to enact further testing with an ECHO to defraud my insurance company, and to financially harm me. My heart was actually normal and he caused me unnecessary alarm in a multitude of ways.

Despite my efforts to report it to the proper agencies, nothing has yet been done about this. Because of how everything happened, I wasn't confident I had a criminal case, but thanks to Shanair Hogan coming forward with her story on Pix11 News, I felt vindicated and compelled to move forward and filed a police report on July 4, 2025, the same day I saw her story. On March 11, 2024, Ms. Hogan was sexually violated at the gynecologist's office at AG Urgent Care Bushwick at the hands of Mr. Cecil Dollison. Mr. Cecil Dollison was arrested on April 10, 2024, and pleaded guilty to forcible touching in criminal court. Mr. Cecil Dollison took a plea that reduced his crime from a misdemeanor to a violation and agreed to a year of sex offender training. Justice was not served. He has not learned anything. He only became more calculated. AG Urgent Care Bushwick is fully complicit with his predatory actions.

I recently came into the awareness that he is not a Doctor, though he told me he was, operates as such, staff refers to him as "Doctor", and AG Urgent Care uses deceptive marketing to portray him as a "Doctor". I  also want to note that not only was I not confident that I had a criminal case, but I have severe mistrust of the NYPD. I have been failed many times, especially at the 81st precinct as it pertained to stalking, assault, and harassment. I have contacted the reporter James Ford who ran the story on Pix11 News, and I pray I get justice and that more potential victims come forward. 

UPDATE: I have not heard back from Mr. Ford from Pix11 and upon further inspection, I realized he is not the hard hitting journalist that will handle this story with the diligence it needs so his non-response was a blessing. I am a happy he initiated the story but the lack of details in the story, the lack of field reporting, unappealing thumbnail, and generic article and video title caused this story to be suppressed in the algorithm further harming Ms. Hogan by minimizing her story. That was also why I myself came across the report  in July 2025 though it was initiated in February 2025. A part of me wonders if this was done on purpose. Rest assured, I will not let this story be buried. It must be told on a mainstream level.

NOTE: I have video, audio, and photo evidence to support my case. I initially filmed my AG Urgent Care Bushwick visit for my docuseries, My Life Is a Movie, totally not anticipating something like that to happen to me. The Pix11 News report validated my story, and I can move forward without any qualms about it, and will have the appropriate legal restraints if needed by then, as this is an ongoing case that will surely be updated.

In a series of unfortunate events, on July 4, 2025, at around 5:02 PM, as I was walking to the 83rd precinct to file my police report against Mr. Cecil Dollison at the 83rd precinct, a perp on a bike, totally unprovoked, sexually assaulted me. I was on the corner of Grove St. and Bushwick Ave. in Brooklyn standing in front of building to take a moment to look at my phone to map out my visit to the 83rd precinct, and a perp on a bike rode on the outside of the sidewalk, the same sidewalk as me, leaned over and touched my right buttocks. 

What are the odds that you're walking to the police precinct to make a report on a FAKE Doctor who sexually assaulted you, only to get sexually assaulted on your way there? That is insane to me and just speaks to the level of entitlement that men have towards women's bodies. This is why this is not a joke, and this is a call to action.

This predatory encounter had a chance to unfold because Dylan C. Mattern (alleging it is him because Sergeant Monahan on 7/12/2025 was not a help in helping me to adequately identify him) unlawfully turned me away from reporting a crime at my local precinct which is the 81st precinct. I came in around 4:45 PM on 7/04/2025 to make my report against Cecil Dollison and as I was talking to an officer, officer Dylan C. Mattern came out of nowhere and inserted himself in my conversation and took over my complaint. He asked me what happened and the address of my complaint and told me that because the incident happened on other side of Broadway, I need to make my complaint at the 83rd precinct. Proceeds to take out his phone, open Google Maps, and directed me where to walk. This didn't sound right to me (because it wasn't), but I wanted to trust he was giving me accurate information. He was not and is either incompetent or purposely misguided me. It was a failure to protect. This was not only a denial of justice but led me to further harm. NYC protocol allows citizens to file a police report at any precinct and police can internally forward it to the appropriate jurisdiction. Had I been able to make a report at the 81st precinct, this assault would not have occured. I have requested the FOIL video footage request of my encounter with Dylan C. Mattern and a CCRB complaint against him is pending. 

I chased him down and recorded a bit of the aftermath. I unfortunately did not get an opportunity to see his face. This was the best image I got of him. He kept going east on Bushwick Ave. and made a right on Madison St. towards Broadway. It's also possible he made a right on Putnam Ave. towards Broadway. I gave up my chase as it was impossible to outrun a bike. As I gave up my chase, I was able to flag a police officer down who was parked on the street, but unfortunately could not actively patrol for me because he was alone and waiting for a body to be removed from a building he was parked in front of. He was able to take my report, get other officers on the scene to help me, and I have a Detective on this case as well as Mr. Cecil Dollison's. They are actively searching for him, and I have faith he will be found.

Because it is my nature to advocate for myself (paired with a subtle distrust of the 83rd precinct not doing their due diligence), if he indeed turned right on Madison St., I urged a store that I have a good rapport with on Madison to check their cameras for me. The owner of that store is on vacation currently, so the update is pending. I urged another neighboring store to comply as well. I, of course, told the Detective about these stores. I know that they know how to do their jobs, but will they do their due diligence for me? Time will tell.

As I was looking over the video for the umpteenth time, I got an intuitive download early this morning (7/05/2025) that the perp on the bike could be someone I've encountered already, and he is currently on my stalking log. I am purely speculating at this point, but the build, skin color, fashion choices, and accompanying backpack are almost like a pattern recognition that my intuition picked up. If this is so, this is a crazy karmic event that was divinely orchestrated, and at this point, I'm still processing the why. If this is so, I purely believe that the perp on the bike did not recognize me at the time, the same as I did not recognize him at the time. Which makes this even more odd. I forwarded my speculation over to the Detective.
